The planning meeting drug on for what seemed like hours. The snapping necks of the rank and file provided a comical backdrop to the hushed sound of pencils moving rapidly across surplus, pulp paper pads as attendees took notes as a way to keep their eyes open and concentration focused. The presentation was designed to teach the municipal minions how to follow a decision tree when routing a building permit; its ramose process lines drew the permit progression down so many dead ends that it was clear that the entire exercise was designed not to approve a permit, but to kill it in its infancy.
